EMERGENCY PREPAREDNESS

The New Orleans City Assisted Evacuation Plan (CAEP) will assist those individuals with absolutely no evacuation alternatives in the event of a hurricane category 3 or above.  The city will not have shelters and urges everyone to have an evacuation plan. This includes the homeless, families with no transportation, those with insufficient money for fuel or transportation, or families whose vehicles may be too small to fit everyone, including pets.  The CAEP is a last resort for people without resources.  If possible, work with your family, friends, neighbors or church to evacuate.  Those individuals with no alternative can pre-register by dialing 311 or 1-877-286-6431.  You can also return the attached form (click here).

The following information is provided by LA Department of Health and Hospitals HIV/AIDS Program.                          

As you prepare for hurricane season, you need to make plans for your medical needs, including your medications.

Step 1:  Get ready

  • Keep your prescriptions up-to-date.
  • Ask your doctor to give you a copy of helpful medical information—keep this with you.
  • Refill your prescriptions a few days before a storm; do not wait until the last minute!
  • At all times, keep enough medication on hand to last you at least 14 days.

Step 2:  Evacuate when instructed & take:

  • All of your medicines in their original bottles
  • A back up list of all medications you take and their dosages
  • Helpful medical information - your condition, diagnoses and allergies.
  • Your clinic’s name, your doctor’s name and phone number
  • Your most recent hospital card, ADAP (medication card), insurance cards, etc.
  • Picture identification, Social Security card and any important legal papers
  • Medical equipment and supplies (dentures, glucometers & strips, nebulizers, crutches, prostheses, etc.)
  • Personal hygiene items
  • Water, non-perishable food and cash
  • Print this page and keep with you for easy reference.

Step 3:  Medication, Medication, Medication

  • Make sure you bring all medications with you.
  • If your anti-HIV medications are running out, do not skip doses to stretch them out.  Get refills as soon as possible!
  • If you run out of one of your anti HIV medications – stop all of your anti HIV medications until you get refills. 
  • Do not stop other medications that you may be taking to treat eye or lung infections, to lower blood pressure or cholesterol or to control your diabetes.  If you are running out of these medications take your medicine bottles and/or medication list to a local provider or pharmacy to get refills.

  • If you get your anti HIV medications through Mumphrey's Pharmacy , call (504) 259-8061.
  • If you get your anti HIV medications through MCLNO Outpatient Pharmacy (1450 Poydras Street), you are on ADAP and need to call 504-568-5489 or the Louisiana Hotline 1-800-992-4379, if you need assistance.  In the event of a mandatory evacuation, you can also get refills/medicines at any of the hospitals listed below.

Create an Emergency Plan
1. Work with your support network to make a plan. You should have a plan at home, work, school or any place you spend time regularly.
2. You should make a plan that includes hazards that can impact your community. Apply contingencies you use daily to deal with power outages or transportation delays or breakdowns.
3. Create a communication plan. Make sure that you and your support network have each others contact information and alternate ways to communicate if phone are not working (such as an assigned meeting place, using pagers, email, or other technology not reliant on phone lines).
4. Make an evacuation plan for home, work, school, etc. Identify a primary and secondary way to evacuate the house or building.
Checklist and other resources
Be ready, and include in your kits: Items on this list can be included in both the ready kit and the go bag. It is up to you to decide the most essential items to include for you and your family.
• 3 – day supply of non- perishable food and manual can opener. Make sure the food meets your dietary requirements.
• 3- day supply of water. Plan for 1 gallon per person per day, but you may need more, consult with your doctor.
• Medical equipment and assistive devices (glasses, hearing aids, catheters, communication devices, canes, walkers). Label each with your name and contact information. Be sure to have extra batteries and chargers.
Medications, including a list of the prescription name, dosage, frequency, doctor and pharmacist. Also consider if medications need to be refrigerated and if so, bring a cooler with an ice pack, or coolant system.
• List of emergency contact information including your support network members in and out of your region, service providers, etc.
• Copies of important documents (birth certificates, passport, licenses, insurance information, and proof of address).
• Extra set of keys.
• Flashlight and radio with extra batteries.
• Cash, credit cards, checkbook, ATM card.
• Sanitation and hygiene items. Including soap, denture care, etc.
• Items for infants, such as formula, diapers, bottles, and pacifiers.
• Supplies for animals, including food, identification, leash, proof of vaccines, and veterinarian contact.
• Clothes, pillows, blanket.
• White distress flag or cloth, whistle, flashlights, and or glow sticks.
• Basic first aid kit.
• Identify your disability related or health condition need by writing it down or wearing medical alert tags or bracelets.

Research/Study Participants' Evacuation Procedure: Patients are given a letter when they start a clinical trial and prior to each hurricane season listing the clinical trial title, IRB #, trial sponsor, principal investigator, and the protocol #. In the event of evacuation, patients are asked to call 1-866-403-9272 to leave a recorded message with the above information, current evacuation location & phone number.
